DAPSY Deputy Chief cum State Assemblywomen for Teratai Jenice Lee Ying Ha, MPAJ Councillors and members lodged a police report against Hee Yit Fong who was accused for tearing the RM1 in Perak State Assembly on 7 May 2009.
“The first Agong face is printed on the RM1 note; it is disrespect to our Agong. Under section 121A Penal Code, she can be charged for intending the death or hurt to Agong. If convicted she has to send for capital punishment. Under 121B she is deprivated the sovereignty of Agong. If convicted she could be jail for life term.” Jenice Said
DAPSY urged the police perform efficiently to detain Hee for further investigation like what the police did to Mr. Wong Chin Huat who is a social activist.
On the other hand, Jenice humiliated Hee for not study the Standing order well. When reporters asked her under what article she could take over the role as a Speaker, she referred to Article 36 A (1) (b) of the state constitution. However, the reporter found that "the entire Article 36A makes no mention of the deputy speaker's powers. Instead it provides technical details such as the speaker's remuneration & how the speaker can be disqualified if found to have commercial interest"
This had clearly shown that Hee was a deputy speaker for merely a year, yet she do not study the standing order properly, which she should felt ashamed.
Moreover, Hee claimed that Pakatan Rakyat had lost the majority thus the speaker seat should be given to Barisan Nasional. Jenice again humiliated her for not understanding the concept of separation of power. As a democratic country Malaysia practise the separation of power in which Prime Minister (or Chief Minister in State) is the head of the Executive branch, Speaker is the head of the Assembly and Chief Judge is the head of the Court. 3 branches run their institution independently, no one can overpower the other. Speaker is the top judge in the Assembly. There is certain process to be followed for changing of a Speaker. However, Hee should not turned off the Speaker mike and announced herself in charge and dragged away the speaker.
